ملخص:
يعد موضوع تولي المرأة الفلسطينية المناصب القيادية في شغل الوظيفة العامة، وخاصة القيادة الإدارية في صنع القرار الفلسطيني من أهم الأهداف التي تسعى المرأة إلى الوصول إليها لإثبات دورها القيادي والريادي في المجتمع، وقد تناولت الدراسة الإطار الدستوري والقانوني للوظيفة العامة فيما يتعلق بالنساء الفلسطينيات وصولاً إلى توزيع النساء في الفئات الوظيفية المختلفة في مؤسسات القطاع العام التابعة للسلطة الوطنية الفلسطينية.
ولقد جاءت الدراسة في مبحثين، يتناول المبحث الأول الإطار الدستوري والقانوني للمرأة في الوظيفة العامة، وعرض المبحث الثاني المرأة والفئات الوظيفية في القطاع العام الفلسطيني، كما أبرزت الدراسة دور المرأة الفلسطينية في التنمية المستدامة فهي تشكل نصف المجتمع، ومع ذلك فإن تواجد المرأة في مواقع إتخاذ القرار وفي المناصب الحكومية العليا ما زال ضعيفا ًمما يؤدي إلى إعاقة دمج النساء في عملية التنمية.

Women Assume Leadership Positions in the Institiutions
of the State of Palestine

Abstract:
The role of Palestinian women in leadership positions in public sector, specially the administrative leadership in Palestinians decision-making, is one of the most important goals that women seek to achieve in order to prove their leading role in society. The study discussed the constitutional and legal framework of public functions of Palestinian women, as well the distribution of women in different job categories in the public sector institutions of the Palestinian National Authority.
This study was divided into two sections: the first dealt with the constitutional and legal framework of public functions of Palestinian women, and the second discussed women and job categories in the Palestinian public sector.The study also highlighted the role of Palestinian women in sustainable development as they constitute half of the society. However, the presence of women in decision-making positions and senior government positions remains weak, impeding women’s integration into the development process.
